Vulnerability and capacity Assessment: An international Federal Guide
This document should be considered as a step in the process of showing National Red Cross and Red Crescent societies how vulnerability and capacity assessment(VCA) can help them to improve their understanding of the needs of people at the greatest risks of natural and man-made disasters and thus prepare more appropriate actions to assist them to cope with and recover from these hazards. The guide consist of Natural Society Case Studies and example describing VCA usefulness and lessons learnt.
